Under amendments effective 12 July 2024, only advertising distributors listed in the Register of Advertising Distributors maintained by the Ministry of Antimonopoly Regulation and Trade (MART) may lawfully place or distribute advertising, including online. 6a) Currency Control
Cross-border payments to Advertchain LLC in foreign currency are subject to the Law of the Republic of Belarus No. 226-Z of 22 July 2003 "On Currency Regulation and Currency Control." As a Belarusian resident legal entity, Advertchain LLC is required to ensure that foreign-currency proceeds from services rendered to non-residents are credited (repatriated) to an account with a bank in the Republic of Belarus. Contracts with a non-resident client valued at or above the threshold set by the National Bank of the Republic of Belarus (currently 4,000 basic units, revised periodically) must also be registered by Advertchain LLC on the National Bank's contract registration portal. Clients are responsible for ensuring their own payments comply with any currency-control or reporting obligations applicable in their own jurisdiction.
7) Electronic Communications and Contracting
Engagements with Advertchain LLC may be concluded by a single document signed by both parties, or by an exchange of documents, including by email or other electronic means sufficient to identify that the document originates from a party to the agreement, in accordance with Article 404 of the Civil Code of the Republic of Belarus. This exchange-of-documents method satisfies the simple written form required for a services contract and is the standard way engagements with non-resident clients are concluded.
Separately, an electronic digital signature (EDS) certified through the state GosSUOK public-key infrastructure carries automatic legal equivalence to a handwritten signature under the Law of the Republic of Belarus No. 113-Z of 28 December 2009 "On Electronic Document and Electronic Digital Signature," as amended. This mechanism is generally only practical between Belarusian residents, since recognition of a foreign electronic signature depends on an international treaty between Belarus and the signer's country, and such treaties currently exist with only a limited number of states.

Disputes involving an individual (non-business) counterparty may instead fall within the jurisdiction of the general courts of Minsk, as determined by applicable procedural law.
